The second of a series of articles loosely following the January reflection on the so-called burnout syndrome explains the issue of taxonomy in complex behavioral disorders, deals with the influence of ideology on science and examines the role of a systems approach in assessing the causes and consequences of ideological and political interventions in public service systems.

The article deals with the consequences of solving the deficit of public resources with loans with a positive interest rate within the archetype "Fixes that fail." The original archetype is extended to allow the simulation of scenarios in which debt is a permanent solution to the deficit. In addition, the user is allowed to examine the consequences of repayment and non-payment of principal.
